On Sunday, July 27, 2025, at approximately 3:28 p.m., it was reported that an 11-year-old girl fell off the back of a boat on Lake Alexander in Lincoln County. She could not be located in the water.

Emergency responders from the Merrill Fire Department and Lincoln County Sheriff's Office were paged. The Lincoln County, Oneida County, and Marathon County Dive Teams were requested. The Wisconsin DNR plus Newbold and Pine Lake Fire Departments were also requested. All reported to the scene.

A search was immediately conducted with sonar. The girl was located; however, she was deceased. The body was recovered at 7:03 p.m.

No further information is being released at this time.

The 11-year-old girl who died in the boating accident is Maisy Livingston of Merrill, Wisconsin.

The investigation has led authorities to a suspected cause of death, which is carbon monoxide toxicity. According to the Lincoln County Sheriff's Office, "Maisy is believed to have suffered sudden loss of consciousness due to carbon monoxide toxicity, which caused her to fall out of the boat. Three other victims in the same boat were treated at various medical facilities for carbon monoxide toxicity. Their condition is considered stable, and they are expected to make a full recovery. An autopsy was performed on Monday, July 28, 2025. Preliminary findings indicated carbon monoxide toxicity to be a likely contributing factor to Maisy’s death. The investigation is ongoing; however, there does not appear to be any foul play or negligence involved at this time."

Police want to remind the public about a little-known boating hazard. Although uncommon, there are a number of documented incidents regarding carbon monoxide poisoning while boating. Carbon monoxide is colorless, odorless, and can be fatal. If a watercraft moves at a slow speed for an extended period of time, carbon monoxide can build up in and around it. Carbon monoxide can even build up in open air boats, which do not have an enclosed cabin area. Boaters should be aware of wind conditions and contributing factors to help avoid this potential hazard.

After multiple investigations into a person operating as an unlicensed salvage dealer, a search warrant was executed in the Township of Merrill on Thursday, July 27, 2023.

The expansive property held an immense quantity of vehicles, vehicle parts, and other equipment.

A stolen vehicle and stolen vehicle parts were recovered during the search. Indications of tampering with, and removing, VIN tags was discovered with multiple vehicles on the property. It was obvious that the salvage yard was being operated for many years and much evidence was collected to support that fact.

During the search, illegal drugs were also found, including over 140 grams of marijuana, over 50 grams of methamphetamine, and approximately 8 grams of cocaine.

The property owner, Anthony G. Ellenbecker, was arrested for the drug charges, operating as an unlicensed salvage dealer, and a felon in possession of a firearm.
The Lincoln County Sheriff’s Office, Merrill Police Department, Wisconsin Department of Transportation, Wisconsin State Patrol, Wisconsin Department of Natural Resources, and the Central Wisconsin Narcotics Taskforce all took part in the search warrant.

When out-of-town family members could not get in touch with LeRoy Rupnow, resident of the Township of Bradley, they notified the Lincoln County Sheriff's office at approximately 9 p.m. on Monday, July 24, 2023. Officers performed a welfare check at the residence but could not locate the man who the family was unable to get in touch with for over 24 hours.

According to police, "The residence and surrounding wooded area, along with the shoreline of Lake Nokomis, were searched by deputies as well as a K9 unit. A K9 track indicated that Mr. Rupnow may potentially have walked up to, and perhaps even into, the lake, though Mr. Rupnow was unable to be located."
After enough information developed to warrant an activation, the Lincoln County 911 Center requested a "Silver Alert" be sent out asking for the public's assistance in locating Leroy or providing information as to his whereabouts.
Upon further observation, which included the assistance of the Oneida County Sheriff's Office's drone team, it was discovered that Leroy Rupnow was deceased in the water.
The Water Action Volunteers Program (WAV) is a statewide network of citizen scientist volunteers committed to monitoring as much of Wisconsin's 86,000+ miles of streams and rivers as possible. WAV’s goal is to preserve, protect and restore the State's streams and rivers by collecting high-quality stream data that's useful for decision-making and natural resource management.

Every year, volunteers monitor more than 600 stream locations throughout Wisconsin. This effort wouldn't be possible without the ongoing partnership between University of Wisconsin–Madison Division of Extension, the Wisconsin Department of Natural Resources (WDNR) and, of course, our dedicated volunteers. But who are WAV volunteers? In short, they're your neighbors. They are students, teachers, retirees, outdoor enthusiasts, families, and farmers. WAV volunteers enjoy science and spending time outdoors, and they value the waters and natural resources of Wisconsin.

To help grow the WAV program, Lincoln County’s Land Services Department is hosting an upcoming WAV training. The training will be held on Saturday, May 20th at the Prairie Trails Park in Merrill. This training course will provide an overview of the WAV program and the science behind the baseline parameters that are collected in the field. Being familiar with WAV and the monitoring science and methods prior to the in-person field training is highly encouraged. An online introductory monitoring course can be found at this link.

Students and educators from Lincoln County Schools participated in the annual Conservation Poster Contest hosted by the Lincoln County Conservation Program. The contest encourages students to submit posters that illustrate the conservation theme of the year. For 2023, the theme is “One Water”.

Water is one of the foundations for life. Clean water is necessary for crops, drinking, industry, sanitation, livestock, and sustaining the ecosystems on which all life depends. Because of this, a student’s creativity could drift in countless ways to display the 2023 theme. And, without a doubt, all students that participated provided unique posters that helped promote the importance of conservation.

The conservation contest is an excellent opportunity for students to expand their appreciation for the environment, conservation, and become involved with numerous Wisconsin Academic Standards. Educators that have been involved with the contest found this connection to standards helpful and have enjoyed the opportunity to promote conservation within the classroom. Aubrey Boisvert, first grade teacher at Tomahawk Elementary states, “As someone that cares about conservation personally, it was great to see that the kids enjoyed this contest at a young age. They were able to learn about water health and had fun while doing so!”

The conservation contest has several stages of competitions, and winners from each stage advance to the next. The contest begins at the local level (Lincoln County) which then proceeds to an area contest which includes 9 Counties, a state contest, and even a national contest.
